New UAE driving licence rules from January 1, 2027 will let authorities suspend, cancel or refuse to renew a licence in 12 listed cases, including black points, medical unfitness, court orders and outstanding traffic violations. For workers and job seekers who need to drive, that means a licence problem could also become a work and income problem.
According to Gulf News, the new implementing regulations of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic create 3 types of action on licences and permits: suspension, cancellation and refusal of renewal. These decisions are tied to a driver’s traffic record, medical fitness and court rulings.
UAE driving licence rules 2027: the 12 listed cases
The regulations split the cases across 3 actions.
A licence or permit can be suspended in 3 cases:
- if a court orders the suspension
- if the driver reaches the cumulative limit of traffic black points
- if the driver is found to lack the legal capacity or medical fitness required to drive
A licence or permit can be cancelled in 5 cases:
- if a court orders cancellation
- if the driver reaches the cumulative limit of traffic black points
- if the licence holder asks for cancellation
- if the licence holder dies
- if the driver is found to lack the legal capacity or medical fitness required to drive
Renewal can be refused in 4 cases:
- if the driver lacks the required legal capacity or medical fitness
- if a court orders refusal of renewal
- if outstanding traffic violations are registered against the traffic file
- if the driver reaches the cumulative limit of traffic black points

What the UAE driving licence changes mean for workers
For many residents, a valid licence is tied to daily work, commuting and job options. If your role depends on driving or operating a vehicle, a suspension, cancellation or refused renewal could interrupt your ability to work legally.
The new rules put 3 things firmly in focus:
- Black points: reaching the cumulative limit can trigger suspension, cancellation or refusal of renewal.
- Medical fitness: being medically unfit can also lead to all 3 outcomes.
- Traffic violations: outstanding violations on your traffic file can block renewal.
Gulf News also reported that competent health authorities across the UAE must coordinate with licensing authorities and provide data on people who develop illnesses or medical conditions that could affect safe driving. For employees, that means medical fitness is now more directly linked to licence status.
UAE driving licence renewal rules: 30 days, tests and eye checks
The regulations also set out how renewal works.
Under Article 73, motorists must apply to renew a driving licence within 30 days of its expiry. Renewal is subject to paying the prescribed fees and completing the procedures approved by the licensing authority.
Before renewal, motorists must also:
- settle fines arising from traffic violations they committed, or
- provide proof of payment of any court-imposed fines, where applicable
There is also an extra rule for very old expired licences. Under Article 76, anyone seeking to renew a licence more than 10 years after its expiry, without renewing it during that period, must take theory and practical tests set by the licensing authority. The Federal Traffic Council will determine the minimum theory and practical examinations required.

Eye test rules under the new UAE driving licence regulations
The regulations also set medical requirements for eye examinations across different licence categories.
For light vehicle drivers, the minimum visual acuity starts at 6/18 in each eye separately. The rules also cover differences in vision between the eyes and loss of sight in one eye.
Where a driver has lost sight in one eye, visual acuity in the working eye must be at least 6/6.
For bus drivers and operators of heavy and light equipment, visual acuity must be at least 6/6 in both eyes.
The rules also allow licensing authorities to accept eye examination reports issued outside the UAE. That means holders of expired driving licences may be able to use those reports when applying for renewal.
What drivers should do now
If your job depends on a clean and valid licence, it makes sense to prepare well before January 1, 2027.
- Check whether there are any black points or outstanding traffic violations on your file.
- Do not leave renewal until long after expiry, because the rules require an application within 30 days.
- If your licence has been expired for more than 10 years, plan for theory and practical tests.
- Keep your eye test and other medical documents up to date.
- If you hold an expired licence and are outside the UAE, ask whether an overseas eye report can be accepted for your renewal case.
