From 1 January 2027, the UAE traffic rules 2027 will bring a 9-hour driving limit, new licence validity periods, extra fees for additional cars and fresh permit rules for some e-scooter riders. According to Gulf News, the changes come under Cabinet Decision No. 174 of 2026, which implements Federal Decree-Law No. 14 of 2024, and they matter to residents who drive to work, use scooters for short trips or pay for family transport.
What changes under UAE traffic rules 2027
The new regulations affect motorists, vehicle owners, e-scooter riders and anyone applying for or renewing a driving licence.
Here are the main changes reported by Gulf News:
- Residents can register up to 5 vehicles in their own names.
- The standard provision allows 2 vehicles.
- If you register or renew a 3rd, 4th or 5th vehicle, an extra fee will apply for each one.
- Applications for extra vehicles must go through the approved electronic channels of the relevant licensing authority.
- Right-hand-drive vehicles cannot be licensed for road use, although they may be allowed for display.
- Vehicles that do not meet road safety requirements will not be licensed.
For households with more than 2 cars, this is the part most likely to affect monthly costs. We covered that separately in UAE to charge extra fee from 2027 on 3rd, 4th and 5th vehicles.
There are also new rules for personal mobility devices. Riders must be at least 15 to apply for permits for electric scooters, electric bicycles and small motorised bikes. Those permits will be valid for 3 years and can be renewed.
The regulations list 6 categories of personal mobility devices: bicycles, electric bicycles, electric scooters, small motorised bikes, skateboards, and mobility devices for elderly people and people with disabilities. Riders must also use designated routes, follow speed limits, and where required, obtain permits and register devices.
UAE driving licence validity from 2027
One of the most practical changes is how long a licence stays valid.
| Driver category | Licence validity |
|---|---|
| Under 21 | Temporary licence for 1 year, renewable for another 1 year |
| First-time applicants aged 21 or above | 2 years |
| UAE and GCC nationals, on qualifying renewal | 10 years |
| Expatriate residents, on qualifying renewal | 5 years |
If someone gets their first licence before turning 21, the longer validity periods apply once they reach 21, subject to the relevant requirements.
For expat workers, that means a 5-year licence on qualifying renewal. For first-time drivers aged 21 or above, the first licence period is 2 years.
What the 9-hour driving limit means for workers and commuters
The new regulations say drivers must not go over 9 hours of driving within a 24-hour period. Gulf News noted that this appears in the general obligations of drivers, not in a section limited to professional drivers, delivery workers or truck operators.
That matters if your job includes long hours on the road, or if your daily routine already involves a heavy commute. The rules also say motorists must not drive if fatigue or exhaustion affects safe driving, even if they have not yet reached the 9-hour limit.
At the same time, some details are still unclear. The regulations do not say how driving hours will be monitored, whether mandatory rest breaks will apply, or whether there will be a separate penalty for exceeding the limit. The Federal Traffic Council can amend the limit.
For riders using e-scooters for work or short journeys, the equipment rules also matter. Devices must have:
- front lights for night visibility
- rear red lights linked to braking
- an audible warning device
- brakes fitted to at least the rear wheel
- securely fitted, roadworthy tyres and components

Practical steps before 1 January 2027
If these rules affect your work or household budget, here is what to check now:
- Count the vehicles in your name. If you have more than 2, budget for extra fees on the 3rd, 4th and 5th.
- Check licence timing if you are a first-time driver, under 21, or an expat resident due for renewal.
- Review driving schedules if your work means long hours on the road. The rule is 9 hours in a 24-hour period, and tired driving is also banned.
- Inspect your scooter or e-bike for the listed safety equipment if you use one for commuting.
- Ask about 2-year registration if your light vehicle was newly manufactured when first registered, is no more than 6 years old from its manufacturing date, and is owned by an individual.
That last point could save time for some car owners, but it is not automatic. Under Article 98, the licensing authority can decide whether to grant 2-year registration, and the regulations do not say whether extra fees will apply.

Key takeaway
The UAE traffic rules 2027 are bigger than a routine licence update. They could affect how long you can legally drive, how much it costs to keep several cars, and how often you need to renew a licence or scooter permit.
For workers and expat residents, the safest move is to check your driving, renewal and transport costs well before 1 January 2027.
