Abu Dhabi Launches Groundbreaking Health Initiative

Abu Dhabi has unveiled its latest economic diversification project: the Health, Endurance, Longevity, and Medicine (HELM) cluster. This ambitious initiative—spearheaded by the Abu Dhabi Department of Economic Development (ADDED), Abu Dhabi Investment Office (ADIO), and the Department of Health—aims to establish the emirate as a leading centre for medical innovation, pharmaceutical industries, and biotechnology.

The HELM cluster is forecast to make a substantial economic impact on Abu Dhabi:

  • Creation of approximately 30,000 new jobs by 2045

  • Attraction of investments exceeding Dh42 billion

Approved by Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, the initiative reinforces the leadership’s commitment to medical innovation as a national priority.

An Integrated Platform for Medical Advancement

Launched during Global Health Week 2025, the HELM cluster will serve as a comprehensive platform for:

  • Research and development in biotechnology
  • Manufacturing and commercialisation of new medicines
  • Development of MedTech solutions
  • Creation of digital health innovations

The initiative is designed to facilitate significant medical advancements in preventative care, drug effectiveness, and longevity by:

  • Expanding pharmaceutical manufacturing capabilities
  • Establishing an AI healthcare hub
  • Fostering innovation across the healthcare spectrum
  • Attracting leading global healthcare companies specialising in advanced technology and genomics

Leadership Perspectives

Ahmed Jasim Al Zaabi, Chairman of the Abu Dhabi Department of Economic Development, highlighted the global significance of the project: “The Abu Dhabi HELM will provide global and local stakeholders with a wide range of solutions, including access to cutting-edge technologies, world-class infrastructure and progressive regulatory frameworks.”

Al Zaabi emphasised that this development positions Abu Dhabi at the forefront of “developing breakthrough technologies that will benefit humanity.”

Part of a Broader Economic Diversification Strategy

The HELM cluster represents the third major economic cluster launched by ADIO to accelerate Abu Dhabi’s economic diversification strategy:

  1. Smart and Autonomous Vehicle Industries (SAVI) cluster (2023) – Focused on advancing future mobility platforms, including electric vertical take-off and landing aircraft
  2. AgriFood Growth and Water Abundance (AGWA) cluster (2024) – Dedicated to addressing global food security and water sustainability challenges
  3. Health, Endurance, Longevity, and Medicine (HELM) cluster (2025) – Centred on medical innovation and biotechnology advancement

Removing Barriers to Innovation

Badr Al-Olama, Director General of the Abu Dhabi Investment Office (ADIO), described HELM as “a game-changer for the life sciences industry,” explaining that the cluster is “built to remove barriers, accelerate breakthroughs and create a seamless path from discovery to global impact.”

The initiative combines world-class infrastructure, AI-driven research capabilities, and progressive regulations to offer biotech and life sciences companies significant competitive advantages. According to Al-Olama, HELM represents “more than an investment in healthcare,” providing innovators with essential resources, partnerships, and support needed to transform modern medicine.
