Recent studies show the UAE’s top emirates are becoming premier destinations for the world’s wealthiest individuals and businesses

Dubai and Abu Dhabi have secured prime positions as global magnets for millionaires and high-wealth individuals looking to relocate and grow their fortunes, according to recent research.

Wealth Migration to the UAE Accelerates

A comprehensive study by global real estate consultancy Savills revealed that Dubai has claimed the top spot for attracting millionaires, offering a compelling combination of financial advantages, favourable climate, and exceptional quality of life.

Current figures from Henley & Partners show Dubai is home to an impressive 81,200 resident millionaires, including 237 centi-millionaires (individuals with wealth exceeding $100 million) and 20 billionaires. This remarkable concentration of wealth has helped Dubai climb from 21st to 18th place in the global rankings of wealthy cities over the past year.

Abu Dhabi, meanwhile, hosts 75 centi-millionaires of its own. Most notably, both emirates are forecast to more than double their centi-millionaire populations within the next decade, highlighting their growing appeal to the world’s ultra-wealthy.

What Makes the UAE Attractive to the Super-Rich?

The Savills Dynamic Wealth Indices places Dubai and Abu Dhabi among a select group of cities including Singapore, Zurich, Auckland, Boston, New York, San Jose, Seattle, Miami, Dallas, and San Francisco that are particularly successful at drawing high net worth individuals (HNWIs).

The research points to several key factors making the UAE irresistible to wealthy individuals:

  • Economic Diversification: Both emirates are actively expanding beyond oil dependency, creating fresh opportunities for investment and growth
  • Strategic Investment: Increasing flows of corporate and sovereign wealth are being directed into the region
  • Property Market Performance: Prime residential capital values in Dubai increased by 6.8% in 2024
  • Corporate-Friendly Environment: The UAE appeals particularly to HNWIs relocating with their companies

Corporate Appeal Strengthens

Beyond individual wealth, the UAE demonstrates exceptional appeal to businesses. The newly introduced index ranks Abu Dhabi 5th and Dubai 11th among global cities for attracting and developing business wealth and investment.

Abu Dhabi’s appearance in the top 5 for both individual and corporate relocation emphasises its comprehensive advantages across different sectors.

Rachael Kennerley, Director of Research at Savills Middle East, notes: “Abu Dhabi’s sovereign wealth has notably attracted connected family offices and global corporates. In turn, this has stimulated office demand – with new businesses requiring space – and the luxury residential market. Arguably, the push of fiscal policies of other countries has heightened the UAE’s pull.”

Changing Factors in Wealth Migration

The research identifies several shifting dynamics influencing where wealthy individuals and mobile companies choose to establish themselves:

  • Evolving geopolitical and economic landscapes
  • Changing government policies, taxation, and incentives
  • Quality-of-life considerations

While traditional wealth flow predictors like government policies, tax structures, and established talent pools continue to play significant roles, the research suggests that location quality and lifestyle factors are increasingly becoming decisive elements in relocation decisions.

As Paul Tostevin, Director of Savills World Research, explains: “A sense of place, and a high quality of living, are progressively the deciding factor when making location decisions.”
