Legal Status and Bail Conditions

Following his arrest, Durov faced serious charges related to Telegram’s alleged refusal to assist with investigations into illegal activities on the platform. He was eventually released on a hefty £5 million bail with strict conditions including:

  • Remaining within French borders
  • Reporting to a local police station twice weekly

According to French wire agency Agence France Presse, an investigating judge has now authorised Durov to leave France for “several weeks.” The Russian news agency TASS confirmed that “the judicial supervision obligations for Pavel Durov have been suspended for the period lasting from 15 March to 7 April.”

Durov’s Response

Upon his return to Dubai, where Telegram has maintained its headquarters since 2021, Durov shared a message with his followers:

“As you may have heard, I’ve returned to Dubai after spending several months in France due to an investigation related to the activity of criminals on Telegram. The process is ongoing, but it feels great to be home.”

“I want to thank the investigative judges for letting this happen, as well as my lawyers and team for their relentless efforts in demonstrating that, when it comes to moderation, cooperation, and fighting crime. For years, Telegram not only met, but exceeded its legal obligations.

“I’m also deeply grateful for the millions of people around the world who have shown their support throughout this unexpected journey – it has meant a lot. There is nothing our billion-strong community can’t overcome.”

Platform Cooperation

After Durov’s arrest made global headlines, reports emerged about changes in Telegram’s approach to working with authorities. According to a September 2024 Wall Street Journal report, Telegram began “regularly turning over phone numbers and other information about users suspected of illegal activity” following Durov’s arrest.

Durov himself addressed misconceptions about the platform in a post on Telegram, rejecting the notion that the app is “some sort of anarchic paradise.” He attributed some of the platform’s challenges to its explosive growth, noting that surging user numbers (close to 950 million at the time of his arrest) “caused growing pains that made it easier for criminals to abuse our platform.”
