The Department of Municipalities and Transport (DMT) in Abu Dhabi has implemented stringent regulations targeting property owners who fence, enclose, or cover their properties in ways that compromise the visual character of public spaces.
New Regulations to Preserve Abu Dhabi’s Aesthetic Appeal
Property owners across Abu Dhabi must now adhere to clear guidelines regarding property fencing or risk substantial financial penalties. Law No. 2 of 2012 specifically prohibits “Fencing, enclosing or covering any property, whether partially or completely, in a manner that distorts the public appearance.”
The penalties follow a graduated structure:
- First violation: Dh3,000 fine
- Second violation: Dh5,000 fine
- Third or subsequent violations: Dh10,000 fine
These measures aim to protect the cultural, architectural, and aesthetic qualities of public areas throughout the emirate, including green spaces, walkways, buildings, marketplaces, and public roads.
Additional Public Appearance Regulations Enforced
From 10th March, the DMT began enforcing the Regulations on the Preservation of Public Appearances, which complement Law No. 2 of 2012. These additional rules further emphasise the importance of maintaining Abu Dhabi’s visual charm and cultural heritage.
Violations under these supplementary regulations carry even heavier penalties:
- First violation: Dh5,000 fine
- Second violation: Dh10,000 fine (estimated)
- Third or repeated violations: Dh20,000 fine
Abandoned Vehicle Regulations Also in Effect
The DMT has also reminded residents about existing regulations concerning abandoned vehicles. Under Clause 62 of Law No. 2 of 2012, leaving dirty vehicles in public spaces that detract from the area’s appearance will result in:
- First violation: Dh500 fine
- Second violation: Dh1,000 fine
- Third or repeated violations: Dh2,000 fine
Additionally, Clause 63 addresses the abandonment of vehicle bodies or frames in public places, with penalties starting at Dh1,000 for first offences and rising to Dh4,000 for third or subsequent violations.
