A groundbreaking housing scheme will provide thousands of cost-effective rental options across strategic Dubai locations, addressing the needs of key workers in vital sectors.

Dubai is taking decisive action to address residential needs with a significant new affordable housing initiative that will serve residents across various income brackets.

Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, has approved the allocation of 1.46 million square metres of land for this transformative project. The initial phase focuses on developing six strategic sites located in Al Mueisim 1, Al Twar 1, Al Qusais Industrial 5, and Al Leyan 1.

According to Nasser Abu Shehab, head of Dubai Urban Planning Coordination Committee, “The project in its initial phase will provide more than 17,000 residential units with affordable rent prices for skilled professionals of various nationalities working in vital and strategic sectors across both the public and private sectors in Dubai.”

The first phase specifically targets skilled professionals working in:

  • Dubai government departments
  • Healthcare sector (nursing, medical support services)
  • Education sector (teachers, administrators)
  • Transportation sector
  • Tourism and hospitality sector
  • Telecommunications and technology sector
  • Entertainment, culture, and creative arts sector

Comprehensive Community Development

Beyond just residential spaces, the six developments will incorporate integrated community facilities and public open spaces, creating complete neighbourhoods rather than isolated housing blocks.

While specific rental prices have not yet been disclosed, Abu Shehab indicated that “Project details and prices will be identified in the next phase.”

Strategic Housing Policy Implementation

This initiative forms part of Dubai’s broader Affordable Housing Policy framework aimed at fostering dynamic communities and addressing housing requirements across different demographic segments.

“The policy caters to various segments of society, offering a range of housing options suitable for individuals across different income levels,” explained Abu Shehab.

He added that a key goal is bringing worker accommodation closer to employment centres, which would “enhance the quality of these facilities and support adequate service provision for all segments of society. The policy also seeks to strengthen social cohesion and improve urban development.”

Collaborative Governance Approach

The implementation of this ambitious project will be managed through coordination between multiple governmental entities:

  • Dubai Land Department
  • Dubai Municipality
  • Roads and Transport Authority
  • General Directorate for Identity and Foreigners Affairs – Dubai
  • Dubai Civil Defence
  • Dubai Real Estate Corporation

The Supreme Committee for Urban Planning will maintain oversight of the entire initiative.

Property Market Context

This affordable housing scheme comes at a time when Dubai’s rental market appears to be stabilising after reaching historic highs. While rents are still projected to increase across the emirate, experts anticipate a more moderate pace of around 10 per cent.

Recent property market trends have shown many residents transitioning from renting to purchasing homes due to elevated rental costs. According to Dubai Land Department data cited by Allsopp & Allsopp, Dubai recorded a 30 per cent drop in month-on-month rental renewals.

Christopher Cina, director of Sales at Betterhomes, noted the “continued growth in buyer interest, particularly from residents moving from renting to owning, driven by historically high rents.” He observed that “This shift also reflects a more long-term commitment to living in Dubai.”
