Authorities may impound vehicles for:

- First-time unrecognised foreign licence use: AED 2,000-10,000 fine

- Fatal accident causing: Minimum AED 50,000 fine plus imprisonment
- Enhanced penalties for specific violations: Minimum 1-year jail and AED 100,000 fine

New rules for pedestrians include:
- Mandatory use of designated crossing areas
- Prohibition of crossing roads with 80+ km/h speed limits
