Qatar has unveiled landmark amendments to its real estate laws, marking a pivotal shift towards digitizing property processes and enhancing the legal framework governing real estate. This significant update, heralded as one of the most comprehensive revisions since 1964, is set to modernize the sector and streamline services for citizens and investors alike.

The Ministry of Justice highlights that the new Law No. (5) of 2024, initiated by Sheikh Tamim bin Hamad Al-Thani, aims to provide a sophisticated leap in public services. With the introduction of electronic registration of real estate for the first time, the law is anticipated to enhance the efficiency and accessibility of real estate registration services, embracing the latest technological advancements.

This legislative milestone includes a series of far-reaching reforms encapsulated in 55 articles. These amendments are designed to offer a substantial improvement in the services available to the public, encompassing aspects such as record-keeping, documentation, and the processing of unregistered properties, as well as the adjudication of ownership rights and properties expropriated for public use.

Moreover, the law introduces a streamlined process for updating real estate registry data, among other modifications aimed at ensuring flexibility and adapting to the dynamic development of the state and society. It also enables electronic execution of real estate registration procedures, granting such digital transactions the same legal standing as traditional paper-based methods.

Key to safeguarding the rights of stakeholders, the law mandates the registration of all actions that establish or alter property rights, with notifications sent to stakeholders’ national addresses concerning actions taken under this law. Additionally, it clarifies the evidential value of the real estate registry and outlines penalties for unlawful registrations or transactions.

Saeed Abdullah Al Suwaidi, Assistant Undersecretary for Real Estate Registration and Documentation Affairs, underscored the law’s development after thorough discussions and reviews, reflecting its alignment with stakeholders’ expectations and the sector’s needs. Al Suwaidi also noted the direction from the Minister of Justice to implement provisions that reinforce Qatar’s development agenda and complement the objectives of Qatar National Vision 2030.

As this landmark law comes into effect, it embodies a forward-thinking approach to real estate regulation, emphasizing digital transformation and improved service delivery. This legislative reform not only secures the rights of participants in the real estate market but also propels Qatar towards its developmental goals, heralding a new era for its real estate sector.
