In 2023, the UAE Ministry of Human Resources and Emiratisation (MoHRE) has been instrumental in policing labor market regulations, spotlighting its commitment to maintaining a balanced and fair work environment across the nation. Through rigorous inspection campaigns, MoHRE has shed light on prevalent labor market violations, simultaneously driving initiatives to foster a better understanding of UAE labor legislation among employees and employers.

In the past year, MoHRE’s inspection squads executed over 430,000 checks, pinpointing upwards of 75,000 infringements. Furthermore, the ministry has successfully educated over 2 million workers and more than 9,000 employers, aiming to underscore the importance of adhering to labor laws for enhanced productivity and robust work relationships.

A primary focus of the inspections was to assess compliance with Emiratisation quotas, unlicensed recruitment activities, and the authenticity of documentation provided to MoHRE. The Ministry took decisive action against 1,077 companies for evading Emiratisation mandates, through either deceptive practices or failing to meet requisite targets. Additionally, 55 instances of unauthorized recruitment were identified, leading to the shutdown of several social media accounts in collaboration with the Telecommunications and Digital Government Regulatory Authority (TDRA).

Significant emphasis was also placed on wage protection, with over 33,000 instances of non-compliance detected through the Wage Protection System. MoHRE identified over 1,200 cases related to the submission of falsified documents or misinformation, spotlighting the need for integrity within the labor market.

The Ministry hasn’t shied away from addressing substandard worker accommodations, with 76 establishments failing to meet the required living standards. Furthermore, MoHRE’s commitment to worker welfare was evident through its enforcement of the Midday Break rule, aimed at mitigating the risks posed by scorching summer temperatures, with 185 violations noted in this category alone.

MoHRE’s proactive approach extends beyond enforcement; in 2023, the ministry rolled out a self-assessment service for companies, streamlining the evaluation process regarding labor law compliance. This innovative step, among others, underscores MoHRE’s dedication to fostering a transparent and compliant labor market in the UAE.

Collaborative efforts with government entities have bolstered inspection campaigns, focusing on workers’ accommodations, the delivery sector, and educational and health institutions, showcasing MoHRE’s holistic approach to labor market regulation. Noteworthy is the initiative to establish rest stations for delivery drivers, protecting them from extreme summer conditions and demonstrating MoHRE’s commitment to the health and safety of all workers in the UAE.

In a year marked by stringent enforcement and robust awareness campaigns, MoHRE has set a precedent for labor market regulation, ensuring that the rights of workers are safeguarded while maintaining the UAE’s position as a competitive and equitable place of employment.
