This visionary programme is part of Dubai’s efforts not only to position itself among the top 10 cities in the global gaming industry but also to enhance the sector’s contribution to the city’s burgeoning digital economy.
The announcement, which came from a meeting presided over by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Chairman of the Dubai Future Foundation, underscores Dubai’s intent to remain a world leader in adopting cutting-edge technology and fostering digital transformation. Following the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai is set to reinforce its status as a city primed for the future.
With the ‘Dubai Programme for Gaming 2033’, the city is poised to draw international tech giants specializing in digital content and interactive experiences. The programme pledges comprehensive support to a wide array of industry professionals – from developers, designers, and programmers to creative industry entrepreneurs and startups.
The gaming sector globally accounts for an estimated value of $200 billion, and Dubai is strategically positioning itself to lead in emerging trends like virtual reality (VR) and artificial intelligence (AI), enhancing immersive and realistic experiences.

Dubai’s multi-faceted approach focuses on nurturing talent, content creation, and technological innovation. There’s a commitment to catalyzing entrepreneurship, offering specialized education and training, and hosting local and international events to forge robust partnerships across the industry.
In concert with the ‘Dubai Programme for Gaming 2033’, the ‘Dubai Metaverse Strategy’ sees the launch of the ‘Metaverse Alliance’, ‘Metaverse Guidelines’, and ‘Metaverse Pioneers’. These initiatives together aim to assemble a global network of partners, establish a regulatory framework for metaverse applications, and upskill government employees to leverage metaverse technology effectively.
Contributing to the strategic development of the local digital scene, the ‘Create Apps in Dubai’ initiative has also made significant strides, attracting and training around 500 Emiratis in mobile app development with help from major technology companies.
