For individuals seeking jobs in Dubai or currently employed in the UAE, staying updated on legal requirements is crucial. It has recently been announced that employees who missed subscribing to the UAE’s mandatory unemployment insurance scheme by the October 1st deadline are now facing a Dh400 fine. Moreover, a Dh200 fine is imposed on those who subscribed but have been negligent in their premium payments for over three months.
The Ministry of Human Resources and Emiratisation (Mohre) has conveyed that failing to resolve these fines could result in the denial of new work permits and other administrative actions. These fines may be extracted from the employee’s salary or gratuity upon termination.
To check for fines, employees are advised to use the Mohre app or website. There is an option to settle these fines in instalments, and those who believe they have been unjustly fined can file an appeal to be resolved within 15 working days.
So far, the scheme, launched on January 1, 2023, has seen over 6.6 million subscribers. It offers protection by offering compensation for up to three months should one lose their job. New private sector employees must enroll within four months of receiving their work permits, with the same penalty of Dh400 for non-compliance.
Interestingly, not everyone is required to enroll. Exemptions are made for investors, domestic workers, part-timers, youth below 18, retirees, and citizens eligible for retirement.
The scheme is segmented into two: a basic salary cap of Dh16,000, with a monthly premium of Dh5 (Dh60 annually) and a compensation limit of Dh10,000; and a second tier for those earning above Dh16,000, requiring a Dh10 monthly premium (Dh120 annually) and a maximum compensation of Dh20,000. However, to qualify for compensation, one must have been subscribed for at least 12 consecutive months, and they are ineligible if they voluntarily leave the country or secure new employment.
