The UAE Ministry of Human Resources and Emiratisation (MoHRE) has recently reiterated the necessity for private sector companies to fulfill their Emiratisation targets by the deadline of December 31st. Specifically, enterprises with a workforce of at least 50 employees are mandated to have at least 4% of their skilled roles filled by Emirati nationals by the year’s end.
These regulations stipulate an incremental increase of 2% per annum in Emirati representation within such companies, concluding in the year 2026. Reflecting on the previous year’s requirements, firms were obliged to incorporate UAE nationals into 2% of skilled positions. A further augmentation was introduced this year, with a staggered objective of 1% to be achieved in each half of the year.
Penalties for non-compliance have been rising annually, with fines accruing at a rate of Dh1,000 per month for every Emirati individual unrecruited. Last year, the penalty amounted to Dh6,000, whereas the current year sees a fine of Dh7,000. Failure to meet the biannual targets has led to substantial fines, exemplified by the Dh42,000 penalty enforced on firms that did not achieve the mid-year target, corresponding to Dh7,000 for each of the first six months of 2023.
Failure to comply with the additional 1% Emiratisation increment in the latter half of 2023 will result in further fines, reiterating the seriousness of the UAE government’s commitment to this initiative. Last year, the MoHRE imposed fines totaling Dh400 million upon companies that fell short of their 2022 Emiratisation targets.
However, support is available for establishments striving to meet their objectives. The MoHRE encourages these firms to utilize the Nafis platform to connect with Emirati job-seekers efficiently. To date, approximately 18,000 companies have fulfilled their Emiratisation goals, contributing to an extraordinary surge in the number of citizens securing employment within the private sector—totaling over 84,000 Emiratis, with more than 54,000 recruited over the past two years.
The MoHRE has adopted a strict approach towards any instances of fraudulent Emiratisation, wherein companies falsely employ UAE nationals merely to reach their target numbers without providing meaningful employment. Last August, it was revealed that 565 companies had been involved in this practice, resulting in substantial fines.
The ministry continues to provide resources and support to augment the private sector’s involvement in Emiratisation strategies, emphasizing the vital role of Emirati talent in the economic progression of the UAE.
