Since its inception in 2018, the In-Country Value (ICV) programme initiated by the Abu Dhabi National Oil Company (ADNOC) has been instrumental in the employment of over 9,000 Emirati individuals in the thriving private sector. ADNOC has focused on fostering local expertise and enriching the private sector through this influential supply chain initiative.
Zainab Al Blooki, In-Country Value Development Manager at ADNOC Group, emphasized the organization’s dedication to nurturing local talent. At the Industrialist Career Exhibition in Abu Dhabi Energy Centre, she shared insights on the concerted efforts made towards creating enduring job opportunities for Emiratis. “With over 73 companies part of our supply chain present at this exhibition, our objective is clear: to enable and support local talent in the private sector,” stated Al Blooki.
One of the core objectives of the ICV programme is to stimulate the domestic economy by driving Emiratisation in the private sector. “We don’t just focus on the recruitment of Emiratis. We also prioritize their professional growth, ensuring they receive training and development that will allow them to succeed and ascend within their respective organizations,” explains Al Blooki. This approach inevitably benefits the local economy by fortifying operations’ sustainability and continuity.
Moreover, Al Blooki added that businesses that employ more Emirati workers tend to attain a higher ICV score, which gives them preferential status in winning ADNOC tenders. “Our end goal is to incentivize companies that contribute significantly to the UAE’s economy,” she elaborated.
The success of the ICV programme is evident in the substantial hiring figures since 2018, with plans to add 5,000 more jobs by 2027, as agreed upon by ADNOC and the national workforce enhancement program, Nafis. Additionally, Al Blooki proudly cited that since the launch, over Dh175 billion has been retained within the country as a direct result of the ICV programme.
The career exhibition, spearheaded by the Ministry of Industry and Advanced Technology (MoIAT), was orchestrated in collaboration with the Ministry of Human Resources and Emiratisation (MoHRE), Nafis, the Abu Dhabi Department of Economic Development (ADDED), and ADNOC Group. Al Blooki attributed the success of the Emiratisation goals to the concerted efforts of Nafis and the focused strategy set by the federal government.
The synergy among these entities facilitates a coordinated strategy to empower Emirati professionals across all supply chain levels, ensuring a robust and inclusive job market in Dubai and the broader UAE.
