To avoid severe consequences, travelers must be well-informed about the local medication policies.

Understanding Controlled Medicines

Controlled drugs in the UAE, including narcotics and psychotropic substances, are heavily regulated due to their addiction potential. These medications are split into:

  • Class A (CDA): For critical and chronic conditions, typically given to hospitalized patients.
  • Class B (CDB): Semi-controlled substances.

Controlled drugs cover a variety of medications:

  • Narcotics: Strong pain relief medication like morphine and codeine.
  • Psychotropic Substances: Mental health drugs like benzodiazepines and antidepressants.
  • Stimulants: ADHD treatments such as methylphenidate and amphetamines.
  • Sedatives and Tranquilizers: Anxiety and sleep disorder treatments like barbiturates.

Prior Approval Process

For controlled and semi-controlled substances, prior approval via the Ministry of Health and Prevention (MoHAP) is mandatory. This involves providing a prescription, a doctor’s letter, and ensuring the medication quantity is appropriate for personal use during the stay.

Required Documentation

To gain ministry approval, the following documents are necessary:

  1. Prescription: Should include the patient’s full name, medication details, and a doctor’s name, issued within the last three months.
  2. Medical Report: Must have the patient’s full name, diagnosis, treatment plan, and a doctor’s name, issued within the past year.
  3. Emirates ID and passport: Photocopies needed for verification.

Application Process

Residents can secure import permits through the MoHAP website or app:

  1. Log in with UAE PASS and navigate to ‘services.’
  2. Select ‘individual services’ and find ‘issue of a permit to import medicines.’
  3. Fill the application, attach necessary documents, and submit.

Approval usually takes three working days and is free of charge.

Guidelines for Travellers

Controlled Medicines:

  1. Travelers must get prior approval from MoHAP and carry the following documents in English or Arabic:
  • Valid medical prescription.
  • Attested copy if the original is retained by the dispensing pharmacy.
  • Health authority certification from the departure country.
  • Quantity not exceeding 30 days of treatment.
  1. Documentation should be presented at entry points for customs clearance.
  2. Transit travelers must adhere to the set procedures.

Regular Medicines (POM):

POM medications can be carried for up to three months with a valid prescription.

Non-registered Medicines:

Bringing non-registered or banned substances into the UAE is prohibited.

Cancelled Medicines:

Not allowed if previously canceled due to safety/quality defects or unauthorized registration.

Herbal Medicines:

Restricted substances must follow the same rules as POM medications.
